Throughout his career, Rico has led several strategic, technology transformation projects, in the capacity of National Director, US Technology Workforce at Apollo Education Group, CIO at City of Baltimore, CTO at New York State Office of Information Technology Services, CIO at Ohio State Treasurer and as Senior IT Advisor to the State CIO at State of Ohio.
At Apollo Education Group, Rico Singleton was responsible for the education technology strategic direction market development. This was a market-facing role working directly with the national partners and clients to drive thought leadership in education technology.
Prior to this role, Rico Singleton was Chief Information Officer (CIO) at City of Baltimore, with the responsibility for the underlying IT infrastructure of Baltimore’s mission-critical IT processes, cloud computing, and mobile strategies. The IT giant worked to maximize government transparency & to improve civilian-government engagements through the launch of cutting edge platforms such as ‘Together Baltimore’, a CRM solution built upon SalesForce.com for constituent engagement.

Rico has earned a Bachelor’s of Science in Computer Information Systems, a MBA, a Masters of Information Systems Management, and is currently a Ph.D. candidate in Higher Education Administration at University of Phoenix. He is a Certified Project Management Professional (PMP) and also certified in the Governance of Enterprise IT (CGEIT).
